The answer
Washington has NO standalone HVAC trade license. The work is regulated through pieces: the HVAC/refrigeration (06A) SPECIALTY ELECTRICIAN certificate covers the electrical side of HVAC systems, businesses register as contractors, and EPA 608 is federally required for refrigerants. 06A specialty electrician certificate
Work supervised as an electrical trainee in the HVAC/R specialty, then pass the 06A exam. The 06A scope covers installing, repairing and maintaining electrical circuits and components of HVAC/refrigeration systems (WAC 296-46B-920(2)(f)).
EPA 608 + on-the-job mechanical work
For the mechanical/refrigerant side there is no state license — get EPA Section 608 certified (federal law) and train on the job. Many technicians hold both EPA 608 and the 06A electrical specialty.
Moving in from another state
Your EPA 608 card transfers (it's federal). The 06A electrical specialty must be obtained through L&I — out-of-state experience is evaluated toward the supervised-hours requirement.
